In keeping with the laws of developmental direction, the brain develops, for the most part, from the bottom to the top and from the inside to the outside. That is, he brain stem develops before the cortex, and the inside of the cortex develops before the outside. The cerebellum, however, which is responsible for regulation and coordination of complex voluntary muscular movements, is an exception to the general trends of neurological development. The cerebellum is the last of the rain to develop, even though it is just in back of the spinal cord and below the cortex. The development of the brain is thought to occur as neurons multiply, migrate (to use a term favored by developmental neurologists), and interact. Individual neurons that make up the human nervous system communicate with each other through dendrites and axons. Dendrites are branched projections of the nucleus of nerve cells that function to receive signals from other cells. The axon is a long fibrous projection that *transmits* information to other cells. The area of communication between neurons is called a *synapse*. As neurons develop and pathways between them are established, the brain becomes capable of controlling a greater variety of physical and cognitive activities. It appears that the brain is genetically programmed to develop according to a timetable that prepares the maturing organism to process appropriate stimulation at particular stages of development (Parmalee and Sigman, $1983$). If stimulation occurs before the nervous system is ready for it, neurons seem to protect themselves by rejecting the sensory input. Premature infants, for example, are exposed to many more stimuli than infants who develop in utero for the full nine-month gestation period. Despite receiving an abnormal amount of stimulation compared to full-term infants, preterm babies do not exhibit accelerated neurological or physiological growth. Once the nervous system is ready to respond, however, it appears that “appropriate” stimulation facilitates normal development.
